Verified July 2026. Deadlines change by court order — always confirm the current date on the official site before you file.

The short answer

A U.S. Department of Justice remission program returning money to people who lost funds to scammers through Western Union transfers. It draws on the $586 million Western Union forfeited under its 2017 deferred prosecution agreement; Phase 3 reopened the petition process with an extended eligibility window. Eligible people can file a claim for free through the official settlement administrator until August 19, 2026.

Watch out for scams: Fraudsters impersonate this exact program. The real remission is free and run by the DOJ through its administrator, Verita Global — nobody legitimate will ever ask you to pay a fee, buy gift cards, or share your bank or card login to 'release' or 'speed up' your refund. If someone does, it's a scam.

Estimated payout

Reimbursement of your fraud loss (full or partial), paid from the $586 million forfeited fund.

Proof required?

You describe your loss on the petition. Supporting records (receipts, transfer details) help, but you don't need perfect records to start.

Cost

Always free through the official administrator.

Who qualifies

People in the U.S. who sent a Western Union money transfer between January 1, 2004 and March 9, 2020 as a result of a scam or fraud. (If your Phase 1 or 2 petition was denied only because your transfer fell outside the old window, you may not need to refile — check the official site.)

Background

The money comes from Western Union's 2017 deferred-prosecution agreement with the Justice Department, in which the company forfeited $586 million after admitting it processed hundreds of thousands of fraudulent transactions for scammers over years of weak anti-fraud controls. Phases 1 and 2 already returned money to hundreds of thousands of victims; Phase 3 reopened the process with a wider eligibility window for people the earlier rounds missed.
